{"id":7420,"date":"2024-12-28T23:56:40","date_gmt":"2024-12-28T20:56:40","guid":{"rendered":"https:\/\/dor-moriah.org.il\/legalization-of-district-councils\/"},"modified":"2024-12-29T00:27:38","modified_gmt":"2024-12-28T21:27:38","slug":"legalization-of-district-councils","status":"publish","type":"post","link":"https:\/\/dor-moriah.org.il\/en\/legalization-of-district-councils\/","title":{"rendered":"From Legalizing Neighborhood Councils in Israeli Cities to Supporting Kurdish Statehood"},"content":{"rendered":"\n<p>On December 26, a meeting of the working group for planning the activities of <a href=\"https:\/\/main.knesset.gov.il\/mk\/apps\/\/lobby\/details\/1024\">a lobby dedicated to legalizing neighborhood councils<\/a> in Israeli cities for 2025 was held in the Knesset, hosted by Likud MK Amit Ha-Levi.<\/p>\n\n\n\n<p>The initiative for establishing this lobby <a href=\"https:\/\/www.vesty.co.il\/main\/article\/hyyy1tuqc\">was spearheaded by the Dor Moriah Analytical Center<\/a> and aims to legalize neighborhood councils as a means of promoting local self-organization in Israeli cities.<\/p>\n\n\n\n<p>During the meeting, plans were discussed for drafting legislation and launching pilot projects in selected cities. Over the next year, in collaboration with activists from Haifa, Petah Tikva, and Jerusalem, the following objectives are set:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Identify key issues within the selected neighborhoods.<\/li>\n\n\n\n<li>\u00a0Develop targeted proposals to address these challenges.<\/li>\n\n\n\n<li>\u00a0Showcase effective lobbying strategies for securing municipal budget support.<\/li>\n<\/ul>\n\n\n\n<p><strong>Regional Threat Analysis<\/strong><\/p>\n\n\n\n<p>Dor Moriah also focuses on studying social divides in Israel and advancing the vision of the country as a leader in a <a href=\"https:\/\/www.jpost.com\/special-content\/ontological-bubble-one-state-for-two-worlds-828610?draft=1\">regional economic cluster <\/a>rooted in the Abraham Accords.<\/p>\n\n\n\n<p>Their experts closely monitor developments in the Middle East, including the strengthening of a Sunni axis of resistance led by Turkey and Qatar, which is replacing the previously dominant Shiite axis.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"719\" src=\"https:\/\/dor-moriah.org.il\/wp-content\/uploads\/2024\/12\/IMG_3914-\u043c\u0438\u043d-1024x719.jpg\" alt=\"\" class=\"wp-image-7413\" srcset=\"https:\/\/dor-moriah.org.il\/wp-content\/uploads\/2024\/12\/IMG_3914-\u043c\u0438\u043d-1024x719.jpg 1024w, https:\/\/dor-moriah.org.il\/wp-content\/uploads\/2024\/12\/IMG_3914-\u043c\u0438\u043d-300x210.jpg 300w, https:\/\/dor-moriah.org.il\/wp-content\/uploads\/2024\/12\/IMG_3914-\u043c\u0438\u043d-768x539.jpg 768w, https:\/\/dor-moriah.org.il\/wp-content\/uploads\/2024\/12\/IMG_3914-\u043c\u0438\u043d-1536x1078.jpg 1536w, https:\/\/dor-moriah.org.il\/wp-content\/uploads\/2024\/12\/IMG_3914-\u043c\u0438\u043d-600x421.jpg 600w, https:\/\/dor-moriah.org.il\/wp-content\/uploads\/2024\/12\/IMG_3914-\u043c\u0438\u043d.jpg 2048w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>Discussions at the meeting highlighted threats posed <a href=\"https:\/\/t.me\/haifa_format\/603\">by this Sunni axis<\/a>, which Turkey is building against Israel, Gulf monarchies, Russia, Iran, and China. The recent statement by the son of Turkish President Recep Tayyip Erdo\u011fan, declaring that Turkey\u2019s next target is Jerusalem, leaves little doubt about Ankara\u2019s intentions under the so-called <a href=\"https:\/\/dor-moriah.org.il\/en\/turkish-flood\/\">&#8220;Turkish Mahdi.&#8221;<\/a><\/p>\n\n\n\n<p>Note should also be taken that Syria is forming <a href=\"https:\/\/www.turkiyegazetesi.com.tr\/gundem\/suriyede-300-bin-kisilik-ordu-kurulacak-yeni-yapilanmaya-tsk-destek-verecek-1082181\">a 300,000-strong army<\/a> that will be armed and trained by Turkish intelligence services and military. Instead of political officers, the Muslim Brotherhood will likely fill these roles.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.reuters.com\/world\/middle-east\/kurdish-militia-syria-will-be-buried-if-they-do-not-lay-down-arms-turkeys-2024-12-25\/\">Erdogan has already declared<\/a> that all Kurdish armed formations must be eliminated. Turkey considers the Kurdish YPG militia \u2014 the main component of the U.S.-allied Syrian Democratic Forces (SDF) \u2014 as an offshoot of the banned Kurdistan Workers&#8217; Party (PKK).<\/p>\n\n\n\n<p><\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"720\" src=\"https:\/\/dor-moriah.org.il\/wp-content\/uploads\/2024\/12\/\u041c\u0418\u043d-1024x720.jpg\" alt=\"\" class=\"wp-image-7416\" srcset=\"https:\/\/dor-moriah.org.il\/wp-content\/uploads\/2024\/12\/\u041c\u0418\u043d-1024x720.jpg 1024w, https:\/\/dor-moriah.org.il\/wp-content\/uploads\/2024\/12\/\u041c\u0418\u043d-300x211.jpg 300w, https:\/\/dor-moriah.org.il\/wp-content\/uploads\/2024\/12\/\u041c\u0418\u043d-768x540.jpg 768w, https:\/\/dor-moriah.org.il\/wp-content\/uploads\/2024\/12\/\u041c\u0418\u043d-600x422.jpg 600w, https:\/\/dor-moriah.org.il\/wp-content\/uploads\/2024\/12\/\u041c\u0418\u043d.jpg 1467w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p><strong>Supporting Syrian Kurds<\/strong><\/p>\n\n\n\n<p>Dor Moriah experts called on Amit Ha-Levi to advocate for stronger Israeli support for Kurdish aspirations for statehood, at least in a de facto capacity.<\/p>\n\n\n\n<p>Ha-Levi emphasized his long-standing public support for Kurdish independence. He noted that, in the current geopolitical context, aiding the Kurds is of paramount importance. He pledged to raise the issue of providing maximum military, political, and humanitarian assistance to the Kurds at the highest levels in the Knesset and the Israeli government.<\/p>\n\n\n\n<p><strong>International Reactions<\/strong><\/p>\n\n\n\n<p>Interestingly, the notion of a need to confront Turkey is being voiced both in the United States and Russia.<\/p>\n\n\n\n<p>Russian President Vladimir Putin has publicly stated that the Kurds have a right to statehood.
